Some user accounts unable to run programs correctly.

Hello, I have been experiencing issues with certain programs on some user accounts on my Windows 7 Home Premium 64bit with. All user accounts are administrators. Three user accounts were set up when the problem started to occur, all but one of them has had issues with Internet Explorer 7 and microsoft Excel. In these instances the programs would load up but the main window under the menu and toolbars would fail to show anything except blue. Although I havn't noticed anything myself I wouldn't be surprised if there are other programs which would have similiar issues on these user accounts. I upgraded to IE8 and that has worked fine. I created a fourth user account to see if the programs would work on a newly created account but with no luck, still the same issues occured. Any help or ideas as to what could be causing these errors with certain programs would be much appreciated.
