Which to buy - Upgrade or Full for RC computer

Can someone explain this email I received from Microsoft this morning? It appears to me unless I am reading this wrong, that all Windows 7 RC user are eligible for the upgrade.

I think that microsoft assumes everyone is dual-booting with vista or xp, they have said in earlier statements that RC to retail must be a clean install. But that could change. But yeah, I think they assume we're all dual-booting. (I am lol)

I have a Dell Dimension 8400 with XP. I plan to switch to Windows 7. Two questions: Is the 1 meg of ram on board sufficient? I do no graphics or gaming. Mostly web crusing. If my harddrive were to fail or I needed to replace the motherboard in the future would I have to have the full version of Windows 7?
 
1 GB (not meg) of ram is sufficient for your stated purposes.

I think there would be a way to reinstall the upgrade version if the failures you mentioned occurred. Worst case, if you couldn't reinstall, you could always call Microsoft and explain what happened and I'm pretty sure they would give you a special key or some way to get it working again.
