I'm sure if Windows 7 is the culprit as you put it, millions of users would be besieging Microsoft asking for their money back.
The fact that they are not suggests there is something intrinsically wrong with your system.
If you fail to investigate the steps that others have given you it doesn't leave us with much leeway to help you out.
Do you need to have so many programs running at the same time?
CAD apps and Photoshop in particular are memory hungry and if used at the same time can result in the system slowing down.
Just running what you need and increasing your RAM would help, although at 8GB it should be enough for everyday tasks.
