Of course, simply formatting is not enough. After formatting all you have is a totally clean disk with no information; ie, a totally blank disk. But the OP clearly stated after formatting s/he installed the operating system. A clean install simply does the same thing using a one step process, but the results are are no different. If you could cite any reputable data source to the contrary I would be interested in reviewing it.
