Win 7 Pro x64 SP1, Win 7 Ult x86 SP1
 
 

I'm assuming the issue is you are missing "Minimum processor state" and "Maximum processor state".

Were these options there before, and this issue just started (they disappeared)?
Did you make any system changes, add programs, apply updates, etc., just before this issue started?
Do you have a Restore Point and/or Backup Image from before the problem started that you can restore?

Have you tried "Restore plan defaults" and "Change settings that are currently unavailable"?
If you Create a Power Plan, are they there?
If you log in with a different User are they there?
Did you make any BIOS / Hardware changes recently?
