Work through these Troubleshooting Steps for Windows 7 especially to establish a Clean Boot, scan logs for repeat errors, utilize System Resources, test your RAM and HD, etc.

If this is factory preinstalled Win7 it's a corrupt install to begin with so Clean Up Factory Bloatware
or consider a Clean Reinstall - Factory OEM Windows 7 which is better than getting a new PC.
