Boot to Safe mode with Networking, and see if the behavior exists there as well

If the problem does not occur in safe mode, boot into a clean start and see if the problem is still gone

Troubleshoot Application Conflicts by Performing a Clean Startup

If so, continue to troubleshoot what is conflicting per the tutorial.
