Hi SheilaB,

You may try a different 'System Restore Point' to see if that works. If you are unable to access 'Windows', you may try 'System Restore' from the 'Recovery Environment'. Refer to the following steps:
- Power on the computer > At 'Dell splash screen' repeatedly tap 'F8 key' > Select 'Repair your computer' and tap 'Enter' > Enter 'Username / Password' and tap 'Enter' > All 'System Recovery Options' will be listed (You may select 'System Restore')

You may also want to run 'Hardware Diagnostics' to check the 'Hardware functionality': http://dell.to/OUGnqT
If the 'Hardware Diagnostics' pass successfully, it will point at a possible 'software issue' and other 'restore / repair options' can be tried in that case.
