I am experiencing the same problem Although it is not always the whole system, just the program I may be working in. Happens alot with when watching videos in Media Player and Media Center.
Yes, it's an old vista driver. I don't think Nvidia made a win7 compatible driver as of yet, considering the problems I've encountered with my 8600GT + the latest 190.xx driver on win7.

page, (third one from the bottom up) in both 32 and 64 bit architectures (I'm using the 32bit one, need more ram for the other
If you have a laptop, you'll have to download the .inf file and overwrite the one that comes with the driver. (this way you can install the nvidia driver for your laptop video card)
