I can't see what's different from build 7000
click the icon, iexplorer opens up click it again it minimises & again it maximises. It's supposed to do that. Other versions of windows would open extra sessions with each click of the icon (or so i can remember, i might be wrong). Yes if you right-click & select internet explorer it'll open up a new session but why would you do that when you can click the new tab button...
