"Check for new messages..." should also be unchecked, in addition to "send/receive messages at startup". If those are both unchecked but it still downloads email, hence removing it from the server, there must be a serious bug in WLM. I haven't noticed it yet since I'm using the older Windows Mail as my main email downloader and the WLM program is on another computer that is set "leave messages on server".

It sounds like the original poster in the link Bill provided solved his problem: http://www.sevenforums.com/752634-post11.html . Also, you may not have to 'fix so that I won't have to go into each account every time I want to download and select "Include this account when receiving mail or synchronizing' ". If you show the menu bar at the top and choose one of the "Tools...sync" options, that should download what you want when you want. In fact that is exactly what I've been doing for years with Vista's Windows Mail and before that Outlook Express. So the solution may simply be uncheck "include this account..." in each account setup and leave it that way.
