One possiblity is that since you had to boot from the DVD the restore partiton may have been corrupted.

Back up all of your files and gather your program installers as a Factory Recovery will return everything to how it was when it left the factory. This is not System Restore or Refreshing your Settings. It is a complete reinstall of your OS which wipes out all your data and programs installed since you got the computer.

If this is not what you want, say so.

If it is what you want, press the key combination given on first boot screen to Run Recovery.

If you don't see it, post back your computer model or look up how to Run Factory Recovery in your manual at the manufacturer's Support Downloads webpage for your computer model.

On most Dells, you press Control and F11 as the computer boots up to start Recovery.

On your model, it appears to be F8 that you tap repeatedly as the computer is starting up, then choose Repair My Computer, which will give you a menu to include Full Factory Recovery.

If you have clean installed Win7 from DVD or messed with the Recovery partition, the link to Recovery partition might have been broken and the option to Factory Recover might not appear. If so, you can use the Win7 DVD to wipe your HD and clean reinstall Win7 since you no longer need the Recovery Partition (it doesn't work) and any OEM partition utiliites will also have their links broken when you clean reinstall.
