Why Can't I Enable System Restore?

I have run into a problem that I cannot seem to solve myself. A while back I disabled System Restore (System Protection), and I cannot figure out how to turn it back on so I can create restore points. I go into System Properties and click System Protection, but I cannot click the Configure button to enable it. On the side it says "Configuration has been disabled by the administrator". I am confused as to why it says this and how to get rid of it.

Windows 7 Home Premium SP1, clean install, upgrade disc
 
 


First follow this tutorial to be sure you are using the correct procedure

System Protection - Turn On or Off

or

System Restore - Enable or Disable

Thanks, I downloaded the .reg file and applied it, nothing happened. I restarted, still nothing. I still cannot click the configure button to turn on system restore. I cannot access the Local Group Policy because I have Windows 7 Home Premium and it is not included.
