Windows 7: Backup Utility - Managable & Secure

Hi, i work at a small college business. I am trying to find a new Backup solution for our office. We have some 15 Machines to Backup. Currently we are running Backup exec but with the upgrade to win 7 it becomes outdated. So i need a new Backup solution that can backup to Two Win 2003 servers as well as encrypt the data and transmit it securely. To complicate things further i am limited to ~$100 for this project.

So does the WIN 7 Backup and Restore Utility encrypt data?
How does it transmit the data across the network?
Can it be made to email or notify a central PC of JOB success or failure?
or
Are there any better or more properly suited applications available in my price range?
