Can System Restore be configured to restore all folders ?

System Protection in Windows 7 uses Volume Shadow Copy. Thus when a restore point is created, snapshot data must actually include the entire system volume and not just selected "system" folders, because VSS works on a volume basis. This seems to indicate that System Restore selects what to restore only during Restore operation, similar to Previous Versions feature from file / folder view.

Is there a way (for e.g., registry setting) to expand the scope of System Restore to restore the full volume, including personal folders?

You can get at all folders and files using the Previous Versions tab in the folder or files properties. You could also try Shadow Explorer. ShadowExplorer.com - About
