You can do a Clean Install. This should format your hard drive and install a completely new Windows 7 on it.
    Clean Install Windows 7
I read the Clean Install of Windows 7 and I have attempted it. But it tells me that there are no drivers and it gives me a choice to Load Drivers, when I try to load C: it says It's not a drive. Any other options?
I suggest you get into your BIOS and set your CD/DVD to have BOOT priority of the HDD.

If you have a good Windows Installation Disc it should have all the drivers it needs and NOT look for Drivers on C:\

Did you follow the instructions in
    Clean Install Windows 7

There are 21 sections and many screenshots.
You should have used the "Custom Install" option shown under section 6,
    and not the "UPGRADE" option.

If instead you had Win 7 pre-installed then there are more hurdles to overcome.
If that virus has been running loose for most of a year it could have infected any factory restore partition.

Ok I found the product number that could help out (FE654UA#ABA). I am going to wipe the hard drive and see what I can do. Let me know if you can find the correct driver installs. Thanks!

That is a pretty old laptop. You will need to use the Windows Vista drivers if you need any. You get them here: HP Pavilion dv6000 Entertainment Notebook PC series - Download drivers and software - HP Business Support Center

But I think you will find that most of the drivers you need are included in W7. Once the install is finished go to the Device Manager and see if there are any devices marked with a yellow ! . Those will be the ones you need to install drivers for. You will need to install them in Vista Compatibility mode.

Post back if you need any help with that procedure.

It wiped everything off my hard drive. I am using the keyboard and mouse so seems like my installed drivers are still there. But when I but the cd in and boot it, it doesn't say "To boot disk press any key" it just says "Operating System not found". I will try to install windows with a USB thumb drive that might work too.

(Oh and sorry for the old laptop, We got it in 2008 it's a good laptop because right now I'm stuck with a Macintosh iBook G4)

That would be a good idea. You can use the tutorial below if you're stuck.

How is it possible to still have drivers installed if everything is wiped of the hard drive ?

Is it really possible to use a USB Thumb drive to install Windows when the BIOS cannot or has not been accessed to allow a Boot CD to have precedence over the Hard Drive ?

Is it possible that nothing can be achieved on this Laptop because the BIOS is corrupt ?

Perhaps in ultimate desperation and as final resort, the BIOS needs Flashing.
(Something I have never done and hope never to need myself.)

Most likely the boot order in your bios section is set to boot the hard drive before the optical drive (DVD).

To enter your BIOS Settings you press a key just as the computer is booting, usually F2, sometimes DEL - look closely when that fist screen comes up and you will usually show which key to press.

Navigate to find the Boot Order (or similar wording) and then change it to boot the CD/DVD drive first. Then Exit and Save Your Changes. Now you should be able to boot from the DVD.

There is the possibility that the DVD drive is defective. In that case you must install from a USB stick, or replace the drive.

The keyboard and mouse will work because they are recognized at the BIOS level, as is your video card. They are key devices in the Basic Input/Output System.

Most newer computers, since say 2002, recognize USB external devices on the BIOS level also. And a modern BIOS can boot from USB and have USB Device in their Boot Order.

Flashing a BIOS should never be done to correct BIOS setting changes or corruptions. Flashing is done to upgrade the BIOS to achieve some newer functionality or correct known bugs.
You can Reset, or Restore BIOS Defaults, to correct problems with BIOS settings changes, which is much safer, and easier, than flashing.

My Acer Laptop is about 8 years old and does not recognise USB keyboard/mouse until it gets into Windows.

I agree that there are many safer and easier options that MAY fix BIOS errors,
    which is why I said
"Perhaps in ultimate desperation and as final resort"

Phone the Help desk and get told to reset the computer.
Often sufficient, but not always - else why does this forum have sections on how to repair or clean install Windows.

Electronic components fail - there have always been people mending radios and televisions.

Resistors, Transistors and and Integrated Circuits are all subject to failure.
Memory devices may forget what they should remember.

Similarly the BIOS may have its code corrupted in which case hopefully it can be Reset or Restored,
But does that always work ?
I guess you may sometimes need to flash it to restore normality or replace the component.

I do not seriously suggest Flashing the BIOS as the solution at this stage,
but I wanted to draw attention to the fact that there is something horribly fundamentally wrong when the BIOS does not recognise a bootable CD,
and this is something that probably needs to be addressed.

Yes! I did it you guys! Thank so very much for all of your help I do not know how to thank you, it's in the middle of the install now! I will always come for help again. Oh and btw here is what I did.

I wiped everything off my hard drive and then made a bootable windows installer on my usb drive. It asked what hard drive I wanted to install it on and the hard drive was there! Thank you all very much and i'm now going to mark this as solved!
