I suggest you get into your BIOS and set your CD/DVD to have BOOT priority of the HDD.
If you have a good Windows Installation Disc it should have all the drivers it needs and NOT look for Drivers on C:\
Did you follow the instructions in
Clean Install Windows 7
There are 21 sections and many screenshots.
You should have used the "Custom Install" option shown under section 6,
and not the "UPGRADE" option.
If instead you had Win 7 pre-installed then there are more hurdles to overcome.
If that virus has been running loose for most of a year it could have infected any factory restore partition.
