Windows 7: Macrium Reflect Linux Rescue CD "RTnetlink answers = file Exist"

No problem. I'm a bit confused about what you mean by "WinPE with a GUI" - the Macrium WinPE-based rescue disc does provide a full GUI just like the system-installed application. You won't need to mess with any commandline stuff whatsoever unless you need advanced operations like the DiskPart command.
