Known good cd drive & dvd drive installed in my pc.
Known good Taiyo Yuden cd & dvd discs.

Tried discs separately in each drive three ways.

Have tried Search box typing recdisc.exe.
Have tried going through Control Panel to reach the part to create repair disc.
Have tried using an elevated prompt & then typing recdisc.

"System repair disc could not be created. The parameter is incorrect. (0x80070057)."

This error ocurrs on all six attempts.

Sometimes a damaged or corrupt system file prevents the creation of a repair disk. Try running a System File Checker scan. If any problems are noted run the scan 3 times rebooting in between each scan.

Another possibility is the CD/DVD you're using. From reading several Microsoft forum threads people seem to have the best results using a CD-R disk instead of the +R, +RW, -RW, or any DVD type disks.

How old is your optical drives?

Do not assume that these are OK. Test burn a CD-RW and DVD-RW and confirm that these are OK now.

Assuming that these are OK now, I shall go with marsmimar - System File Checker.

I also understand that with Win7 Home Basic, one may not be able to create a repair disk. Do not know for sure whether this is true.

You guys have to trust me when I say they're known good. I do imaging backups weekly, iso burns, and music cd playing and ripping. The two drives are fine. The discs are also of a top manu'. Using all -R discs.

I performed an sfc scan and it found no integrity problems.

I enabled the "hidden" Administrator account using an elevated prompt.
net user administrator /active:yes

Operation successful; logoff; then presented with two icons for login, one of which the Admin. Logged in using that, and I get the following error:

Location not available. C:\windows\system32\config\System Profile\Desktop

I CANNOT DO ANYTHING AT THIS ADMINISTRATOR DESKTOP! The desktop is black, nonfunctional.
