Open an elevated command prompt (Type cmd in start orb search field, right click cmd.exe and select run as administrator)
Type 'net start vss' without the quotes and see if your problem's solved.
If not, in the same command window, enter these one by one:
    Code:
    regsvr32 ole32.dll

    regsvr32 vss_ps.dll

    Vssvc /Register

    regsvr32 /i swprv.dll
    regsvr32 vssui.dll

    regsvr32 msxml.dll

    regsvr32 msxml3.dll

    regsvr32 msxml4.dll
    regsvr32 /i eventcls.dll

    regsvr32 es.dll
    regsvr32 stdprov.dll
    see if it helps.
Also, Does system restore work in safe mode?

    darkhero,
Could you tell us what you did to precipitate this problem?

You can try restoring to a previous restore point. And YES, you have restore points unless you have personally taken action to delete them.

RESTORE TO A PREVIOUS SYSTEM RESTORE POINT
    1) WIN | type SYSTEM RESTORE | ENTER | NEXT
    |Choose a different restore point radio button
    | NEXT

    2) Show more restore pointscheckbox (lower left)

    3) Highlight the desired restore point

    4) Scan for affected programs(lower right)make a note of affected programs
    5) CLOSE | NEXT | FINISH

WIN = key with the wavy Microsoft flag on top.

I can not open system restore or do scan for affected programs. System protection has an error it cant make system restore points if you seen picture that i posted. It saying VOLUME SHADOW SERVICE USE BY SYSTEM RESTORE POINTS NOT WORKING.

Since we have no idea what was done to precipitate this problem:
My recommendation is to reinstall Windows.
