    HI

If I'm understanding what you want to do, you could open System Protection, highlight the drive (partition) you want to enable, click on the Configure button, and select Restore system settings and previous versions of files. You can also set the maximum disk space used. This tutorial give more info:

System Protection - Turn On or Off

    +1 to everything marsmimar said.

If you need more info there are many SF Tutorials that could help you such as:

    System Restore
Restore Backup User and System Files

The shadowstorage you can allocate with this command:

    vssadmin resize shadowstorage /for=c: /on=c: /maxsize=x%

That would be a shadowstorage allocation for the C: partition. For 'x' I suggest between 10 and 15%. In lieu of x% you can also say xGB

I do not want to start the System Restore but only configure System Protection from the Command Prompt as indicated by marsmimar above.

I'd forgotten all about that Wolfgang.

You can use these commands as well:

    Vssadmin List ShadowStorage
Lists maximum storage allocated for restore points

    Vssadmin List Shadows
Lists all restore points already written

    Vssadmin List Allocated
    Lists used storage to date

Ok but how do I enable a local partition for this service?

As was said, you can run a shadow with the rstrui.exe
