OK, lets try some troubleshooting. Please download this tool to your desktop, and then run it.

MGADiagtool

1. Click copy (ignore any errors that pop-up)
2. Use CTRL+V to paste what you copied into your next reply.

After you have done that, please download and run the system update readiness tool for your version of Windows 7 from this link:

OK. Please follow the 2nd link I posted in post #12.

Once you have run that, please try and download Windows updates again.

If that doesn't help, then see if this will help you:

Windows Update - Reset

CheckSUR failing that early may indicate a problem with either the download or the system.

Please check your system for malware -

1) is your Anti-Virus up-to-date and switched on? Update it manually, and run a full system scan (which AV is it?)
2) Please download and install Malwarebytes Anti-malware (free version) www.malwarebytes.org and update it, and run a full scan (DO NOT enable the Real-Time protection option!) in your main account, and Quick scans in any other user accounts.
Delete everything it finds

Reboot and test Windows Updates again

Just a though. Because the problem is downloading and not installing. Please check your bios and Windows time. If their not correct it will not download.
