Windows 7: Windows 7 System Restore Failure - OS or Hard Drive Issue?

Windows 7 System Restore Failure - OS or Hard Drive Issue?

My HP Pavilion system recently crashed. The HP Welcome screen comes up now on reboot but the screen is black - Windows 7 does not come up and the hard drive does not power up. I've gone into diagnostics (F11) and tried a system restore from a number of points but it fails and comes up with an error message "System Restore failed to extract the file (D:\Program Files (x86)\ ... \HPSF_Config.dll from the restore point." The file it fails on differs depending upon the restore point chosen, e.g. HPSAObjUtil.exe came up one time.

Now, does this tend to indicate an OS failure or bad sectors on the disk? Since I can't get into anything past the HP Welcome screen, what might my options be?
