Restored install startup frozen at web platform customizations

I'm trying to boot off a restored partition image. Using Macrium Reflect I saved the system reserved and main windows 7 partitions. After restoring the main partition, and using startup repair to automatically configure a system reserved from another windows installation to boot this image, it won't start up.

After I satisfy the login screen, startup proceeds to "preparing your desktop" then a window appears in the upper left with the text "preparing web platform customizations". This lasts for tens of minutes. I can log in successfully via safe mode but that is the only way.

Googling around some people have solved this by plugging in their ethernet cables, but my problem persisted after reconnecting mine.

Does anyone know how to fix this problem?
