Windows Backup will not Start (0x80070422),where do I enable it?

Hi
I want to get a windows backup but it will not work,I have read here that someone got the same problem and in that case the backup was disabled,where can I change that to enabled?

Once you make any changes according to the specifications listed above, you can try a backup and check if that resolves the issue.

When i try to update anything, I receive an error message ERROR_SERVICE_DISABLED 0x80070422. Using windows 7. I enabled services seen in other threads such as the module service, update, BITS, etc and it is still not updating! Any help?
