Unable to establish restore points - event log review for clues

I am at a loss and have been digging everywhere for someone who may have encountered my issue. I have found a few with the same/similar issues, but I don't seem to see any resolved...

Problem: I am not able to establish restore points, either manually or automatically. To the best of my recollection, I'm not sure I have every been able to do so since I bought this laptop a year ago.

I should also mention that disk image and backup do not work as well....

disk cleanup =done
scannow =done
safe mode =doesn't help
209GB Free HDD
2% fragmented

I have copied my event viewer details, below, if anyone would like to look at it and give me some ideas. This is a series of events I show under administrative events.
