Upon Reboot I Get An Error

Upon Reboot I Get The Message "the program can't start because LayoutDll12Oem.dll is missing from your computer".

Not Sure What This Means, But When I Try To Do A System Restore It Says I Need To Turn On My Protection For System Restore Or Something Like That, Then It Says No Restore Points Found, Which I Had Multiple Restore Points

However I Don't Care If I Have To Restore It Or Not, Just Wanna Solve This Problem, It Seems That Since This Problem Has Started A Lot Of Things Are Not Working Correctly.

I Play A Game Called Runescape, I'm Sure You've Heard Of It, When I Try To Play It Or Any Thing Through Java It Wont Work. Runescape Gets Stuck At Loading Configuration.

I Don't Know Which Happened First, I Didn't Really Pay Attention, But I Looked Up A Couple Guides, Tryed Some Things And I Think I Just Made The Problem Worse, I Changed Some Environmental Variables, Both In System And User , "CLASSPATH" And "Path"

Ive Heard It Could Be My Firewall, But I Have No Clue What I Put Into The Allowed Section So That It Would Work

Basically Im Just Looking For A Fix, Or Something To Let Me Know Whats Going On

    Help Is Greatly Appreciated

You have a broken program file. When a file of the program (assuming a file of JAVA) is removed/becomes corrupted/maybe moved somewhere else, then the process (JAVA) may not start. Try to reinstall Java. You don't need to restore for this, try to reinstall JAVA and see what happens.
When I couldn't get rid of an auto-start program I simply just deleted it and then at startup it said like 0xexample error code, couldn't find file/start something. So it's not a Windows error and nothing serious.
