If you use the factory restoration, which came with the computer, you go back to the way it was the day you bought it.
Furthermore, once you installed 7, the restoration might not be able to work.
and if we reformat the disc will everything be off the pc but windows 7?
Depends what you mean by 'reformat'.
If you format the disk (e.g. to NTFS), everything on the disk will be gone.
If you reinstall the OS, the current OS will be gone.
if we format the disk. will windows 7 be off it also?
Ok.
is there any way to clean a pc completly without deleting the installed windows?
You cant do a factory restore to Vista, Unless you have a Factory reset Disc with you.
You cant either install windows vista or 7 as new.
Move all your important files to a separate partition ( not 'C:' ).
Its more safe to move your important files to external disc before installing windows.
Then Clean Install Windows 7 OR Windows Vista
and, can I place the windows folder into another disk and then fragment the disk and after that just place it back?
Download the free Macrium Reflect, make an image of your drive and put it on an external.
Now do what you want to the computer hard drive.
Then put the image back. It will be exactly the same.
Make images once a week in case of problems., too.
