Windows 7: After Windows update, cannot login nor restore system

I went to the command prompt using the guest login. This is the directory of c: \users

When I enter
Dism /Image:C:\WINDOWS /Get-Packages /Format:Table > C:\patches.txt
I get the following message: a required privilege is not held by the client.

Read post #11 ! It clearly says to do it in recovery environment (so F8->repair your computer->command prompt)

To enable built-in admin in this case: User Account Password - Change from WinRE
But why??

First of all, post#11 does not clearly state do the process in recovery environment. The post says "repair your computer -> command prompt. As I stated in my original post for help, I am not a tech expert. Post#11 assumes I know how to start this process and I clearly do not. I need help, not to be chastised.

Second, when I press F8 and choose Repair System, a message box called System Recovery Options opens and tells me that "To access the command prompt as well, log on using an administrator account." Again, I cannot do this because my admin profile "cannot be loaded".

I am assuming that I need the built-in admin because I cannot use (log into) my admin account. Is that a correct assumption? If not, could you suggest the alternative. Thank you.

Can't you login under your normal accountname in recovery environment?
