I don't think you need a new computer. Your current specs are very good. Just add a SSD for the OS, the data can stay on the spinner.

I don't think you need a new PC unless you have some performance issues.
I've built systems up to Haswell but my personal system (see my specs) is based around an Intel 2600k and I have no performance issues at all even though it's getting old now.

Like Wolfgang says when you eventually get an SSD (even a small capacity one eg 128GB) you will think you have a new computer.

Well, performance in games I think has decreased somewhat.
When Skyrim came out I modded it heavily with 2k textures and stuff like that and I got consistent 60fps.
I stopped playing for quite a while (about 1 year and a half) and recently decided to play a bit and performance would drop a lot. I would only get 60 fps inside buildings (small spaces) and I'm guessing about 45-52 fps at the overworld. Could the HDD be responsible for this? Maybe back then it was faster?
Or could it be dust on the gpu keeping it from reaching max potential?
Hehe, I am bombarding you with questions...

I'm not a computer game player so can't help. Graphics cards have moved on since yours. I only need a basic graphics card for photoshop type applications.
