If you have made the Dell Recovery DVD's, yes delete the Recovery Partition.

If you also what to delete the System Reserved Partition, made a Start up disk first.

If you wish to delete SysReserved or Recovery partition, do yourself a favor and post back here a screenshot of your full Disk Management drive map so we can advise you the exact steps. Use Snipping Tool in Start Menu; attach file using paper clip in Reply box.

Otherwise there are sometimes surprises.

Win7 needs to be marked Active to recover System MBR into it; then boot DVD, run Startup Repair up to 3 separate times with reboots as it will attempt to repair and finally write the MBR to Win7 partition.
