I find that it is much easier to make an image of the system drive and keep it up to date rather than depend on system restore... if something does go wrong, it is a simple matter of restoring the image ...
Hs this been repoted to Microsoft? It can be a bug in the OS with large drives. MS should fix it and issue a Windows update.

This is a security problem. I have been able to fix it by doing the following things:
1) Go to C:\System Volume Information, right click it then click Properties
2) In the General tab, clear the box Read Only in Attributes, then click Apply
3) Click the Security tab and click Continue
4) Create an Administrators group (if necessary) and give it Full control
5) Click OK to get out, then make a manual Restore Point (e.g. TestSR)
6) Test the new restore point to see if SR now works OK.
Hope this will fix the problem for you, as it did for me. Thanks.
I do not experience the problem any longer with my windows 8.1 pc. I think all the updates I have received and installed from Microsoft have cured the bug
