Used open hardware monitor which has manual Fan control. VERY lightweight program which starts up with windows. It is not a *solution* rather a patch, until I find a solution. But I ordered a new motherboard and cpu today and will most likely order a new gpu as well. So I will probably let it be. Idle temps are 18-24C, under load around 30-35C and I have the twin fans set to 50%.

Yeah drivers reinstalled. As long as the fans work I am happy. A lot of people use apps like speedfan to manually control their fan speeds so it's no biggie, and my boost has gone up 200Mhz :)
