Cyrillic unicode problems w/ browser

Hello 7forums,

I have the following problem. While working in an online database that uses three types of languages: German, English and Russian. The English and Russian texts which are entered into the site come out ok once they are saved. However, when Cyrillic text is entered and then saved (i.e. the server takes it and saves it) then gibberish comes out. Here is a screenshot with the result:

When I try this on my laptop, then everything works fine.

Here are the specs:
Windows 7 on both the desktop and laptop.
IE8 on desktop, Firefox on laptop
Windows 7 English edition on desktop, German edition on laptop
Keyboard languages English/German/Russian on Desktop, German on Laptop

Mind you there are 8 desktops working on this database and not all of them exhibit the same problem, but all use IE8 and the same operating system.

What is going on?!?

I appreciate your help
