Problem with Firefox character encoding list

How can I empty the list? I viewed a few foreign sites and chose some encoding but they keep showing in the list and can't be removed. I went to character encoding--> customize list and emptied everything. But everytime I restart Firefox they'll come back. What can I do to remove the list? Thanks!
