"Preparing to install" pop up after clicking on some pages on IE

Hello, everytime I try to sign in on my credit card page on IE and I enter my log in details a little message pop up for 1 second on my screen saying " preparing to install" and nothing ever installs. This message also pop up when I go to my page.. but they're mostly random..
I checked the event viewer and I found this error message:

When things get that complicated it's time to start thinking about a repair-install or reinstall of Windows. It would be great if you had an actual Windows disk that you could use to repair the OS w/o having to start over.
