Internet Browsers Won't Load even when Internet Connected! Please Help

Hi, I am using Windows 7 and until yesterday Chrome was working fine. Then it just stopped working and internet explorer is the same! I know my internet is working cos I can wirelessly connect on my laptop. However I connect with ethernet cable to my PC (that isnt working ) so I don't know if this is an issue. I have done a virus scan with superantispyware, malwarebytes, windows defender, bazooka, spywareterminator, adaware, spybot and Avast and found a couple of things that have been deleted. I have done a registry scan. I have tried reinstalling internet explorer to no avail. I have cleared out my browsing history. I have tried disabling add-ons. I am also fairly sure my ethernet cable is working cos my computer can do virus database updates, connect to steam and connect to the itunes store! This problem is just with my browsers. More specifically at the moment, internet explorer 8. Please help!

Hi Rich, yes I can connect in safe mode! Does this mean basic device drivers and default settings are not the cause? How do I determine which process is stopping my internet working now?
    Thanks!

Try with clean boot so we can find the cause. If you can in clean boot, follow the instructions to fix the problem
If there is not effect with Clean Boot it is probably a driver. We do not know enough yet.

Again, thanks so much for reading this!

I hope you dont have all those AV's installed at the same time. One AV, one malware app please. Our recommendation Microsoft Security Essentials and the windows firewall.
