Try a System Restore to before the problem started or before you did the "clean up".

If you ran a registry cleaner that may have deleted something it should not have.

Actually, I installed from scratch so I could build an image that had just the main applications I wanted to that I could take an system image to give myself a clean restore point. But I never got that far because of this problem.
I never did find the cause of IE8 hanging.
I reinstalled Windows 7 from scatch again, and the problem did no recur, so I installed all the main apps I wanted, tweaked the configuration and got it just right then made a system image.
