How do I access Tools in Windows Live Mail

How do I access Tools in Windows Live Mail. I can’t find it. Also, am I missing a tool bar? I have no file, edit, tools, etc buttons Thank you.

If you meant in Windows Live Mail 2011, then you can click on the drop down menu on the top right corner of the ribbon bar now to open the menu options.
