Given the very large number of methods available for downloading various things from various websites.. can you give a single concrete example? (Someting like go to www.icanhascheeseburger.com and right click on the first cat picture and select "save to disk". Or Go to www.tucows.com and look for program XXX and click the download button. etc.)

Alsoo describe what happens afterwards. Nothing at all, error popup, etc.

    Example:
Trying to download Orbit Downloader from Orbit Downloader - Free software downloads and software reviews - CNET Download.com

When I click the Download icon I usually get an IE bar asking if I want to download a file. I no longer get this IE bar.

I just tried it and do get the IE bar. Perhaps you have AxtiveX disabled? The easyiest fix to try is a reset: Tools/Internet Options/Advanced/Reset.

Check your downloads destination is it valid,
sometimes an invalid path may cause you cannot save the files.
Also, clear the histories and the cookies first,
    and then try to download.

If this problem still remain, you should uninstall the IE and then reinstall it again,
sometimes when you install the Windows Service Pack, some of files may become corrupted.
