Windows 7: persistent full screen in IE 8

persistent full screen in IE 8

IE8 always opens in full screen mode. F11 brings up toolbars, but this is transient and has to be done each time IE is opened. If I R. click on toolbar, 'tools','full screen'has a box containing a green arrow (accelerator icon?). Toolbar locked is checked.I have tried unlocking and locking toolbar, and rebooting, but the next time I open, full screen is back again.
(I recently tried IE9, didn't like it and uninstalled the update).
How can I get the usual toolbars back?

Windows 7 Ultimate x64 SP1

You could open up the Local Group Policy editor and see if this setting is Enabled for some reason. If it isn't , you might try the Disabled setting/Apply anyway to see if it will fix the issue.

Maybe there's an easier way, but I'm not sure.

Type gpedit.msc in your start menu search bar/enter, and..
