Windows Live Mail Rules

In Windows Live Mail (pop3) I want to create a rule so that if the sender is not in my contacts/address book the email is sent to the Junk Folder.
The Rules menu does not seem to offer this very simple option for sorting junk mail, help please.

i think it would be like this "where the From line contains people" and then add all your address book contacts separated by "or" also you can setup options>safety options>and set safe list only in options. make sure that your contacts is in safe list.

In the "Safe Senders" tab of the safety options there should be a check box to include your contacts "also trust email from my contacts".
