I tried it, it says "This can not be installed on this OS"
I think you should use System Restore to get back to the point before you first started to try to uninstall IE9, then follow this tutorial

I overwrite all my system images with the newest one. I don't see how that would make a difference though...
I believe she is talking about System Restore using a restore point from before you uninstalled or installed IE9.
"System Restore is not the same as "Back-up and Restore". To get to system restore, open the start menu, right click "Computer" and click properties. In the new window, click Advance System Settings. Then go to the system protection tab. Then click the System Restore button.
There's no telling exactly what's going on when your trying to uninstall IE9, but going back to the start and trying to do it according to the tutorial might work. Also, if there is a restore point for before you installed IE9 (I have no clue when you installed it) that would be even better.
EDIT: That's what I get for writing a long post...
I installed Windows 7 on my new rig a few months ago along with IE9. It'll take me all the way back pretty much, unless I can choose where to restore back to. In that case I'll revert back to when I made the mistake of downloading "that" IE9
