Windows 7 Home Premium 32bit

Wll, new to the forum but hopefully someone can help. I have Windows 7 Home Premium. In repairing the flashplayer problem, I must have disabled whatever system administrator privilege there is which allows one to click on links within word documents, websites, email etc. to go to other web pages. It now comes up with a message box which states -

"This operation has been cancelled due to restrictions in effecton this computer. Please contact your System Administrator".

Ok ... but I am the SA. How do I renable this capability in Outlook, etc.? HELP!

In Windows 7 I can't open links. | Microsoft Answers
Links in will not open a new window or tab in Windows 7 IE8 | Microsoft Answers

I'll also provide the actual URL in case those links don't open (so you can copy and paste it). :P
Hope this helps.
