Not saying this will solve anyone's particular problems with IE9, but it might not hurt to uninstall it following the instructions in this Microsoft article:

How do I install or uninstall Internet Explorer 9?

Once uninstalled, make sure your computer meets the "Prerequisites for installing Internet Explorer 9":

Prerequisites for installing Internet Explorer 9

Reinstall IE9 following the instructions and from the official download site provided in the first link (above). If the problem(s) persist, you could review the troubleshooting tips in this article or contact Microsoft support by email, online chat, or telephone.

Support for Windows Internet Explorer 6, 7, 8, and 9

I was actually going to mention doing a reinstall to fix that. Hmmm, shoot, does the 32 bit version of IE9 run weird as well?

Do you have any add-ons to IE? Sometimes they can interfere. Otherwise I'd say it may be the ActiveX Filtering.

Hmm, I've heard that IE9 in vista is the most buggiest thing they've ever experienced. That was probably either designed that way or vista is just throwing issues, but that's not the problem here.
Using it with both Vista Business and Win7 Ultimate 32 bit. No problems with either computer.

Let's see what else is running, if you don't mind ...

Download DDS from one of these links:
    Mirror 1 Mirror 2 Mirror 3
    • Disable any script blocking protection
    • Double click the dds icon to run the tool.
    • When done, DDS will open two (2) logs:
      1. DDS.txt
      2. Attach.txt <--- will be minimized in the task tray
    • Save both reports to your desktop.

Include the contents of both logs in your next post.
The scan will instruct you to post Attach.txt as an attachment.

You have two Antivirus programs running :

    Kaspersky Internet Security 2011 and
    Microsoft Security Client

You should only have one security/Antivirus suite running. I think this would at the least cause slowdowns.
