The screen shot won't show anything, it would have on my pc before I formatted it :-(
Sorry, but I have never had it open a new IE9 window for everytime I clicked on the pinned IE9 icon on the taskbar. It only opened a new window the first time I clicked on it. Afterwards, it just shows the thumbnail previews of opened IE9 tabs and windows, or minimizes/maximizes a single opened window when I click on the IE9 taskbar icon.
Are you able to set your middle mouse button to be "middle click" to use that to click on the IE9 taskbar icon to open a new window each time as logicearth posted?

Yes I can and all the other suggestions do work but not as well as I used to operate it.

What you have been experiencing was probably just a bug; reinstalling fixed it, and that's it. If you really want to keep just one click, use middle click instead of left click as suggested.
I have exactly the same issue. TheEagle54 is correct. I accidentally unpinned IE 11 from my taskbar and can no longer L-click and get IE to open a new window to the R of all my other pinned taskbar icons, leaving the original pinned icon where it was - so I could L-click on it again whenever I wanted to open a new IE window. I have done this through multiple updates and have never had a problem. This is the first time I have tried to "re-pin" and it hasn't functioned this way.
As has been stated: the behavior of a single left click opening an IE window with a task bar rectangle to the right of all other pinned items is not normal. Something within Windows was broken to cause that. I have seen this happen and the solution is to remove the broken pinned item and create a new pinned item in its place.
I doubt that you are going to find instructions on how to break the pinned item to produce the behavior that you want. The pinned task bar shortcuts reside in a folder* and there is a registry key** with values with binary data that works in conjunction with those shortcuts. I played with them a bit, but I could not break things in a way that you want.
