Unlike Windows Vista which comes with Windows Mail, Windows 7 does not include an e-mail client.
You will have to download and install an e-mail client of your choice.

One of the free e-mail client you can install is Windows Live Mail.

Officially, Windows 7 does not support Windows Mail, but you can " tweak " it and re-install WM into Windows 7.
Here is the tutorial to do that :
    Windows Mail

Before you go about using the tutorial, I strongly suggest that you do NOT do that.
Microsoft has long since stooped supporting Windows Mail ( 4 years ago ).
Windows Live Mail is its " successor ".

If you don't mind, please tell us the reason of your question.

Just to clear up one point .....
Vista does support and uses Windows Live Mail. Windows Mail and Windows Live Mail do co-exist in Vista.
I used that for 3 years before I bought this new Win 7 computer.
