Or, if that doesn't work at command prompt try: sfc /snannow

Do you have Google Desktop? If so, this is the likely cause. Confirm you have the latest version. Also, Google Desktop has been discontinued.

If you have the latest version, uninstall Google Desktop to fix this problem (you can try to reinstall it, and see if it doesn't come back).
