I just tried it in IE, and it displays correctly like your 64 bit does. What happens if you click the background, off the image? Does the image disappear and the page show again? It almost looks like it is displaying in a frame. Very odd.

Nar, I can't dismiss the image without refreshing the page, the "X" doesn't work either, I'll try the Fix-it and let you know.

Do another clean install of Windows. Or do a repair install of Windows. Or use IE9.

Here is the error I get after opening a snip. The error warning icon appears in the left side of the status bar, clicking it get this info, which is Klingon to me.
