if Windows 7 E is off the table and will not exist, i wonder what will happen to people who have pre-ordered full retail versions of windows E instead of an upgrade version of the full windows 7 (the discounted rate versions)

It is good news for EU cistomers. Now the decision on which browsers qualify for inclusion, what the guidelines will be and the timing ....

yes, nice catch Joan. so if i've read that article correctly Windows 7 in Europe will be no different to the rest of the world if the proposed ballot screen goes ahead. this would mean that nobody gets a pre-installed web browser in 7, we all get to choose which one to install.
