Solved web download problem

Here is my problem, when downloading a file I get the following error, c:\users\(my name)\desktop\xxxxxx.rar could not be saved, because the source file could not be read.​
Try again later, or contact the server administrator.​
simply put, I have a problem downloading files from the net, weather they are rar avi or any other kind of file, usually the bigger they are the more of a problem. I get the above notice only after I reach about 99.9 percent finished, and then boom, error.​
I use firefox as a browser, I tried uninstalling addons, downloading a different version of firefox, and nothing helped.​
I tried using google chrome, and internet explorer, and pretty much the same problem.​
I tried dissableing my antivirus program, microsoft security essentials, for downloads, then for the download folder, and also uninstalling it completely, and it didn’t help.​
I might point out, that once in a while the same file that didn’t completely download after one or two tries, I might get it on the third.​
I also tried changing the download destination folder, to no avail.​
I googled and found a few people that had my problem using firefox, and tried everything mentioned on those sites, including uninstalling firefox, and using different browsers, but still have the problem.
i might point out, the error message, i only get in firefox, the other browsers, just get stuck at 99.9 percent, then continues, and doesn't completly download

Any help would be greatly appreciated.​

What does it say in event viewer around the time of that error?

There are several ways to find what the problem is. The best is to go into event viewer (type eventvwr in search). Go to the windows log>application tab.

You want to look for critical errors (they have red in the left column ).

When you find them you want to look for critical errors that say app hang, app crash, or anything that relates to the problem.

When you find them please note the event ID, and the source codes and tell us what they are.

okay i checked, and could not find anything about the time of the error i got after downloading.
so i did another download, got the error, checked the log, and nothing there red, or of the sort (i seem to have about a few hundred with bonjour timing out, but not around the time of the downloading error).

okay i think i figured it out, decided to post just in case it might help someone else, and if someone can explain to me why it is...

i set up another limited user on my windows 7 laptop, but wanted to lock down internet web pages, email through outlook, okay, just not internet explorer etc.
i found this web page that explains how to disable web page access, it basically switches the lan settings through internet explorer, even if a program or link tries to access the internet it wont work.
the problem is it seems to have caused my above problem. when i switched back to the regular settings, my user had no problem downloading again, so far five for five, seems to me has proven that this was the problem, before i changed the settings back, i was something like 1 for 10.
